This tutorial was written using PSP version 7.02 but should work with other versions.
It uses Selections which you can download HERE.
I'm assuming you have basic knowledge of the tools in PSP and the use of the layer palette.
Included in the zip is a color guide. Just use your dropper tool to select the colors.
Also, in the zip file is a fabric pattern you can use if you'd like.
Or chose your own!
Let's get started!

Open a new image size 450x500, transparent background.


Add a new layer named halo.
Load halo selection.
Flood fill with white.
Apply your favorite gold sculpture or bladepro preset.
Apply the following Inner Bevel:




Deselect.


Add a new layer named wing.
Load wing selection.
Flood fill with white.
Selections...Invert.
Apply the following drop shadow:




Deselect.
Go to Effects...Noise...Add: 7%


Add a new layer named wing2.
Load wing2 selection.
Flood fill with white.
Selections...Invert.
Apply the same drop shadow you used on the first wing.
Deselect.
Go to Effects...Noise...Add: 7%


Add a new layer named right arm.
Load rightarm selection.
Flood fill with white.
Selections...Invert.
Apply the same drop shadow you used on the wings.
Deselect.
Go to Effects...Noise...Add: 7%


Add a new layer named body.
Load body selection.
Flood fill with white.
Selections...Invert.
Apply the same drop shadow as before but change the blur to 55.
Deselect.
Go to Effects...Noise...Add: 7%


Add a new layer named head.
Load head selection.
Flood fill with white.
Selections...Invert.
Apply the same drop shadow as before but change the blur back to 35.
Deselect.
Go to Effects...Noise...Add: 7%


Add a new layer named left arm.
Load leftarm selection.
Flood fill with white.
Selections...Invert.
Apply the same drop shadow.
Deselect.
Go to Effects...Noise...Add: 7%


Add a new layer named left mitten.
Load leftmitten selection.
Flood fill with color #1 or color of your choice.
Selections...Invert.
Apply the same drop shadow as before but change the blur to 15.
Deselect.
Now set your color to color #2. Using the draw tool, line width 1, freehand line, draw a small line for a thumb on your mitten. Effects...Blur...Gaussian Blur...Radius: 2.


Add a new layer named scarf1.
Load scarf1 selection.
Flood fill with snowbuglefabric pattern or pattern/color of your choice.
Selections...Invert.
Apply a drop shadow with these settings:

horizontal & vertical: 0
opacity: 50
blur: 20
color: black

Deselect.
REPEAT THE STEPS FOR SCARF1 WITH SCARF2 AND SCARF3.


Now we need to fix a little screwup on my part.
In your layer palette find your head layer.
Use your eraser tool and erase that bottom part of the head
that is showing beneath your scarf.


Go back to your top layer! (should be scarf3)


Add a new layer named nose.
Load nose selection.
Flood fill with color #5 or color of your choice.
Selections...Invert.
Apply a drop shadow with these settings:

horizontal & vertical: 0
opacity: 25
blur: 10
color: black

Deselect.


Add a new layer named eye.
Load eye selection.
Flood fill with black.
Apply the same Inner Bevel used before.
Settings should still be there.
Deselect.


Add a new layer named muff bar.
Load muffbar selection.
Flood fill with black.
Deselect.


Add a new layer named muff.
Load muff selection.
Flood fill with color #1, snowbuglefabric, or color/pattern of your choice.
Selections...Invert.
Apply a drop shadow with these settings:

horizontal & vertical: 0
opacity: 25
blur: 20
color: black

Deselect.
I then applied the following Eye Candy Jiggle:



Add a new layer named right mitten.
Load rightmitten selection.
Flood fill with color #1 or color of your choice.
Selections...Invert.
Apply the a drop shadow with these settings:
horizontal & vertical: 0
opacity: 25
blur: 20
color: black

Deselect.


Add a new layer named bugle.
Load bugle selection.
Flood fill with white and apply the same sculpture or bladepro preset
you used on the halo ealier.
Deselect.


Add a new layer named right mitten2.
Load rightmitten2 selection.
Flood fill with color #1 or color of your choice.
Selections...Invert.
Apply the same drop shadow:
horizontal & vertical: 0
opacity: 25
blur: 20
color: black

Deselect.


Add a new layer named bugle rim.
Load buglerim selection.
Effects...3D Effects...Cutout. With these settings:

Deselect.


Add a new layer named cheek.
Load cheek selection.
Flood fill with color #6 or color of your choice.
Deselect.


Now you can merge your layers and export as a tube!

You can make what you want with your result but please do not try to make money with it!
