This tutorial was written using PSP version 7.02 but should work with other versions.
It uses Selections which you can download HERE.
I'm assuming you have basic knowledge of the tools in PSP and the use of the layer palette.
Included in the zip is a color guide. Just use your dropper tool to select the colors.
Or chose your own!
Let's get started!

Open a new image size 350x600, transparent background.


Add a new layer named boots.
Load boot1 selection.
Flood fill with color #2.
Deselect.
ON THE SAME LAYER.
Load boot2 selection.
Flood fill with color #2.
Deselect.
ON THE SAME LAYER.
Load boothigh1 selection.
Flood fill with color #6.
Deselect.
ON THE SAME LAYER.
Load boothigh2 selection.
Flood fill with color #6.
Deselect.


Add a new layer named right buckle.
Load buckle1 selection.
Flood fill with color #6.
Go to Effects...Texture Effects...Sculpture.
Use the Gold preset.

Deselect.


Add a new layer named left buckle.
Load buckle2 selection.
Flood fill with color #6.
Go to Effects...Texture Effects...Sculpture.
Use the Gold preset.

Deselect.


Add a new layer named pants.
Load pants selection.
Flood fill with color #1.
Selections...Invert
Apply a drop shadow with these settings:
Vertical & Horizontal: 0
Opacity: 100
Blur: 35
Color: #4.

Deselect.


Add a new layer named right cuff.
Load cuff1 selection.
Flood fill with color #6.
Selections...Invert
Apply a drop shadow with these settings:
Vertical & Horizontal: 0
Opacity: 50
Blur: 15
Color: #4.

Deselect.


Add a new layer named left cuff.
Load cuff2 selection.
Flood fill with color #6.
Finish the same as right cuff:
Selections...Invert
Apply a drop shadow with these settings:
Vertical & Horizontal: 0
Opacity: 50
Blur: 15
Color: #4.

Deselect.


Add a new layer named body.
Load body selection.
Flood fill with color #1.
Selections...Invert
Apply a drop shadow with these settings:
Vertical & Horizontal: 0
Opacity: 100
Blur: 35
Color: #4.

Deselect.


Add a new layer named belt.
Load belt selection.
Flood fill with color #2.

Deselect.


Add a new layer named buckle.
Load buckle selection.
Flood fill with color #6.
Go to Effects...Texture Effects...Sculpture.
Use the Gold preset.

Deselect.


Add a new layer named bib.
Load bib selection.
Flood fill with color #6.
Selections...Invert
Apply a drop shadow with these settings:
Vertical & Horizontal: 0
Opacity: 50
Blur: 25
Color: #4.

Deselect.


Add a new layer named right arm.
Load arm1 selection.
Flood fill with color #1.
Selections...Invert
Apply a drop shadow with these settings:
Vertical & Horizontal: 0
Opacity: 100
Blur: 25
Color: #4.

Deselect.


Add a new layer named left arm.
Load arm2 selection.
Flood fill with color #1.
Selections...Invert
Apply a drop shadow with these settings:
Vertical & Horizontal: 0
Opacity: 100
Blur: 25
Color: #4.

Deselect.


Add a new layer named right hand.
Load hand1 selection.
Flood fill with color #3.
Selections...Invert
Apply a drop shadow with these settings:
Vertical & Horizontal: 0
Opacity: 50
Blur: 15
Color: #4.

Deselect.


Add a new layer named left hand.
Load hand2 selection.
Flood fill with color #3.
Selections...Invert
Apply a drop shadow with these settings:
Vertical & Horizontal: 0
Opacity: 50
Blur: 15
Color: #4.

Deselect.


Add a new layer named right arm cuff.
Load cuff3 selection.
Flood fill with color #6.
Selections...Invert
Apply a drop shadow with these settings:
Vertical & Horizontal: 0
Opacity: 50
Blur: 15
Color: #4.

Deselect.


Add a new layer named left arm cuff.
Load cuff4 selection.
Flood fill with color #6.
Finish the same as the right arm cuff.
Selections...Invert
Apply a drop shadow with these settings:
Vertical & Horizontal: 0
Opacity: 50
Blur: 15
Color: #4.

Deselect.


Add a new layer named head.
Load head selection.
Flood fill with color #3.
Selections...Invert
Apply a drop shadow with these settings:
Vertical & Horizontal: 0
Opacity: 50
Blur: 25
Color: #4.

Deselect.


Add a new layer named hair.
Load hair selection.
Flood fill with color #4.
Apply a drop shadow with these settings:
Vertical & Horizontal: 0
Opacity: 50
Blur: 25
Color: #2.

Deselect.


Add a new layer named hat back.
Load hatback selection.
Flood fill with color #2.

Deselect.


Add a new layer named hat stripe.
Load hatstripe selection.
Flood fill with color #1.

Deselect.


Add a new layer named hat brim.
Load hatbrim selection.
Flood fill with color #2.

Deselect.


Add a new layer named hat buckle.
Load hatbrim selection.
Flood fill with color #6.
Go to Effects...Texture Effects...Sculpture.
Gold Preset.

Deselect.


Add a new layer named nose.
Load nose selection.
Flood fill with color #1.

Deselect.


Add a new layer named mouth.
Load mouth selection.
Flood fill with color #1.

Deselect.


Add a new layer named cheeks.
Load cheeks selection.
Flood fill with color #5.

Deselect.


Add a new layer named eyes.
Go to my pileyes.psp file.
Copy...Paste...As New Selection.
Move into place.

Deselect.


Add a new layer named pants line.
Load pantsline selection.
Flood fill with color #4.

Deselect.


Now you can merge your layers and export as a tube!

You can make what you want with your result but please do not try to make money with it!
And you're done!
